Here you can find a summary of the visa procedures for entering Bulgaria. PGLF Bulgaria will assist all participants who need to apply for a visa. Here’s a full list of countries whose citizens, holders of ordinary passports, require/do not require visas to enter Bulgaria.
People holding a valid Schengen visa do not need any additional documents to enter Bulgaria and stay for up to 90 days.

Following countries do not need visa to enter Bulgaria for stays of no more than three months in all.

The citizens of Albania, Bosnia and Herzegovina, Macedonia, Serbia, Montenegro, Ukraine, Moldova and Georgia, holders of biometric passports, are exempt from the requirement of holding a short-stay visa (up to 90 days) in the Republic of Bulgaria.
VISA APPLICATION CENTERS
In order to facilitate visa applicants, and to provide a better and quicker service, Bulgarian Consular Services started, on stages, accepting visa application forms through the so called Visa Application Centers (Outsourcing Centers), operated by the VFC Global Company www.vfsglobal.com, specialized in providing visa services. For now, visa application forms could be submitted in this way at the Visa Application Centers situated in the following countries and cities:
Moscow, Sankt Petersburg, Ekaterininburg, Novosibirsk, Kazan, Samara, Nijni Novgorod, Krasnodar, Krasnoyarsk, Rostov on Don, Vladivostok, Khabarovsk, Irkutsk, Ufa, Sochi and Kaliningrad.
Kiev, Odessa, Lvov, Lutsk, Ivano-Frankovsk, Donetsk, Kharkov and Simferopol
United Arab Emirates
Dubai and Abu Dhabi.
Riyadh and Jeddah
Ankara, Istanbul, Edirne, Bursa, Gaziantep, Adana and Izmir.
Astana and Almaty

All other countries need to check visa requirements through the foreign ministry of your country, the closest Bulgarian diplomatic mission or the Bulgarian Ministry of Foreign Affairs.
Keep in mind that currently Bulgaria issues national visas only. Those visas do not give their holders the right to enter the Schengen area.
